He led the People component of the United States Army; guided the development of Citizens into professional Soldiers and leaders of character committed to selfless service to our Nation.Responsibilities included budget >$4B; 60K people organization; 1200 ROTC & 1800 JROTC programs; Chancellor of Army University (largest university in Country); 32 Army schools organized under 10 Centers of Excellence that recruit, train, and educate more than 900,000 Soldiers and service members annually. Leader of CAC-T (Combined Arms Center – Training)which covers Mission Command Training Program, National Simulation Center, and Combat Training Centers funding, operational environment, and responsibility for all simulations,simulators, training devices and training resources for the Army.
Paul energized the Army enterprise to change outdated systems and analytical tools in order to attract the very best military and civilian talent in our Nation; led the Army to exceed itsaccessions mission in 2020 and 2021. He transformed recruitment and Soldier transition into the Army; upended previous practices to build trust and unit cohesion. Decreased attrition by double digits, saving Army over $150M annually. Revolutionized human performance in the Army; launched the Holistic Health and Fitness (H2F) framework to invest in Soldier readiness and lethality in order to optimize physical and non-physical performance. H2F will save Army more than $250M annually in medical expense.
Paul integrated and leveraged military and civilian programs to ensure the right talent was in the right place at the right time to drive performance, innovation, and talent development results. Emphasized growing a strong civilian workforce by harnessing talent through an innovative internship partnership with local colleges and universities. Upgraded over 3,000 courses in 2020-21, to include converting classroom to virtual enablement. Paul is passionate about workforce development, strategic planning and training, and helping solve issues that veterans face. He is an expert in crisis management and in his retirement he has formed a Leadership Consulting company focused on his passions.
