Corey D. Brooks is a native of Washington, Oklahoma and a graduate of Oklahoma Baptist University in Shawnee, Oklahoma, where he earned a Bachelor of Arts degree in Political Science. He received his commission as an Ensign in the Navy Reserve through Direct Commission in March 2006 aboard USS Barry (DD-933), Washington Navy Yard. He holds a Master of Arts degree in National Security and Strategic Studies with an emphasis in Public Administration from the United States Naval War College, Newport, Rhode Island.

CDR Brooks has extensive experience in National Defense and Defense Intelligence & Security Enterprise (DIE/DSE) strategy, policy, budgeting and resourcing stemming from his civilian experience as a member of the White House Staff and as a Presidential Appointee to the Department of Defense from 2002-2008. He also maintains a broad network and deep understanding of executive level decision-making, programming, and staffing stemming from his active duty experience with the Department of Defense, Department of the Navy Secretariat, and Chief of Naval Operations (OPNAV) Staff. At the operational and tactical level, CDR Brooks has specialized in intelligence support to Irregular & Special Warfare and Threat Finance, as well as Counter-Intelligence, Human Intelligence, and all-source analysis. He began his career in the Law Enforcement and Criminal Prosecution field, serving as a Dispatcher, Jail Officer, and Deputy Sheriff Lieutenant, and as a Witness Coordinator for the Oklahoma County, OK District Attorney, supporting general felonies, the Special Victims Unit (sexual assault, domestic abuse, juvenile), as well as the Oklahoma City Murrah Federal Building Bombing Task Force. He currently serves as the Chairman and CEO of the American Leadership Foundation, Inc., a non-profit organization dedicated to promoting education and training in leadership, civic responsibility, principals of democracy, and American heritage. Corey also serves as Director of Oklahoma’s American Legion Boys State program, and Director of American Legion Boys Nation.
